Detailed Health Service Levels
The Proposal Assembler uses a structured framework to categorise health services according to their complexity and scope. This classification system helps health organizations organize interventions in a consistent manner, enabling clearer communication about what different services entail and how they relate to one another across the health system.
Purpose and Application
The service level framework supports several key functions within health system planning. Organizations use these levels to allocate resources appropriately, develop budgets aligned with service complexity, and plan service delivery across different settings. The framework also provides a shared reference point for stakeholders discussing health interventions, reducing ambiguity about the scope and intensity of different service offerings.
Service Level Spectrum
The framework spans from foundational interventions through to specialized services. At the foundational end, preventive care and public health measures form the baseline. As complexity increases, services progress through primary care, secondary care, and tertiary services, with each level typically requiring different expertise, infrastructure, and resources. This spectrum acknowledges that health systems require diverse service types working together to meet population health needs effectively.
